Work Force Adjustment Alternation List

What is the AJC's Work Force Adjustment Alternation List?

The Work Force Adjustment Alternation List is a list of both opting and non-affected members who are interested in alternating. Alternation allows an opting member who wants to remain in the public service to exchange substantive positions with a non-affected and indeterminate member who wants to leave.  

Note that the AJC does not enable contact between members. Members are responsible for adding their name to the list, and downloading the latest version of the list to look up members who may be a suitable alternate (for example, the alternate's group and level, security clearance and language profile must match those of the affected individual). Members who identify a suitable match on the list must contact the individual and follow the required steps for alternation as per Part VI of the National Joint Council's Work Force Directive

The advantage of the AJC's Alternation list is that it is exclusively for LPs.

Opting and non-affected members interested in alternation should register on all employer platforms, including the Treasury Board of Canada Secretariat’s Interdepartmental Alternation Community. 

What is alternation and who is it available to?

Alternation allows an opting member who wants to remain in the public service to exchange substantive positions with a non-affected member who wants to leave.  

It is available to people who have not received a guarantee of a reasonable job offer (GRJO) and who are either within their 120-day option period or who have selected Option A (12-month surplus period to find employment within the core public administration. 

  • Specific criteria must be met by both parties, including being in the same group and level, and meeting job requirements such as language profile and security clearance.
  • The alternation must occur within either the opting member’s 120-day opting period or the 12-month surplus option under Option A.
  • The alternation date must be specified and employees must exchange positions on the same day.
  • The final decision on alternation rests with management.

If alternation is successful, the opting employee gets to remain employed in the federal public service. The alternating employee may receive a transitional support measure payment (or TSM, a lump sum payment based on years of service) or an education allowance. Depending on age and years of service, some may qualify for a pension waiver, which enables early retirement with an unreduced pension.

Who should add their name to the AJC's Alternation List?

AJC members who are in one of the following categories should add their name to the AJC's Alternation List: 

  • Opting members who have not received a guarantee of a reasonable job offer (GRJO) and who are either within their 120-day option period or have selected Option A (a 12-month surplus period to find employment within the core public administration)
  • AJC members who are non-affected, occupy an indeterminate position, and who wish to leave the federal public service by exchanging positions with an opting person 

Members who are in one of these categories should also register on all employer platforms, including the Treasury Board of Canada Secretariat’s Interdepartmental Alternation Community.

What information do I need to provide to get on the AJC Work Force Adjustment List?

Submissions for the AJC's Alternation List are only accepted via the form. You must be logged into the AJC’s website to access it. 

To add your name to the AJC’s List, you must have the following information available: 

  • Full name
  • Personal email address
  • Status (opting/non-affected)
  • Classification (group and level)
  • Security clearance level
  • Language profile
  • Department
  • Work location
  • Availability date

All of these fields are required to complete the AJC List form – ensure you have it ready. 

What is AJC doing with the information I provide?

The information you provide populates the AJC's Alternation List, which is accessible by and intended only for the use of AJC members. AJC members access the list by logging in securely to the AJC’s website, and download the list in PDF format to identify a potential match to pursue alternation. AJC does not share information on its Alternation List with any third parties.  

What are my responsibilities?

It is the responsibility of AJC members to: 

  • Ensure the information they submit to the Alternation List is accurate.
  • Only use the information provided for its intended purpose (i.e., to help AJC members connect about alternation).
  • Contact potential alternate matches themselves using the contact information provided by AJC Alternation List participants.
  • Engage with each other respectfully and courteously.
  • Follow the National Joint Council Work Force Adjustment Directive to properly pursue alternation.
  • Update the AJC when their status changes and/or when they wish to be removed from the list by emailing wfa-re@ajc-ajj.ca

Final decisions on alternation rest with the employer/management.

What happens after I add my name to the AJC’s Work Force Adjustment Alternation List?

Your name and details will be added to the Alternation List file. An up-to-date PDF file will be posted when there are changes to the list, which may be up to once per day. The list will be available for download on the members only Work Force Adjustment page. It is your responsibility to download the list, identify potential alternation matches, and contact them. 

How do I update the information I provided for the AJC's Alternation List?

If your circumstances change or if you’re no longer interested in being listed in the AJC's List, simply email wfa-re@ajc-ajj.ca with your name and the email address you provided, and ask to be removed from the AJC's Work Force Adjustment Alternation List.
